Palm Strike needs a recharge of 10 seconds. That's it. The problem with it currently is that it's spammable cripple in between KD. Palm Strike has always gotten us to dual attack, preferably HotO for KD, but we have to wait on recharge for the KD anyway. If Palm Strike wasn't spammable killing power in itself, it'd be a viable elite that wasn't over the top.
10s recharge forces you to wait to execute an entire chain instead of hitting with Palm Strike in between. Also, that makes a spike more predictable for protting against.

The thing with pam strike is you can be flexible with combo's, leave the recharge at least at 6 seconds with a small decrease of cripple and/or damage. It's god because it allows creativity, it's just a bunch of tards can use the most obvious of chains and be annoying.
When I AB(JQ pwns all though) I run [Palm Strike][Trampling Ox][Falling Lotus Strike][Horns of the Ox][Falling Spider][Blades of Steel] and depending on whether I'm with a guildy monk [Restful Breeze]/[Death's Charge] and [Dash].For lolz I sometimes switch horns of the ox/spider [Twisting Fangs][Malicous Strike]. The possibiites are endless, if they destroy palm they destroy sins again.

You raise a good point, as in real life incorrectly executing a palm strike puts you at a big risk to shatter bones in your wrist.
Now, the problem:
"Can't Touch This!" is the only skill that makes touch skills (and thus, Palm Strike) fail.

One word:interupts. Don't go on about 'oh noes teh .75 cast time!11', you're going to be able to anticipate it and interupts have lower casting times. Sure if you have the reflexes of a dead horse you're screwed, not other people's problem though.

Really, palm stike NEEDS to be spammable, otherwise it is completely unvialbe.
Prior to the buff, why run an elite offhand that bypasses your lead when you can just run [Golden Pheonix Strike]?
There just needs to be some sorta downside (ie, no cripple, higher energy cost, longer cast time, etc). Any one of those things would balance it a lot more.

This is a good suggestion, though I would still increase the recharge to around 6-8 sec.

Just a side note, [Can't Touch This] is completely useless atm. Even if PS fails, it dont have to recharge, the sin can spam it again until it goes off. You only waste the sin's 15-20 energy, not really a big deal.

Considering the fact that palm strike assassins are used a lot more than wounding strike dervishes in the current meta, no, it's not really funny.

I've always questioned Quick Shot and Called Shot.
Called Shot, which is non-elite: Shoot an arrow that moves 3 times faster and cannot be blocked.
Quick Shot, which is elite: Shoot an arrow that moves twice as fast.
I'd like to see something happen to Quick Shot. Just because it has a faster recharge time doesn't seem justifiable.

StormDragonZ, Quick Shot also has a 1 second activation, which Called Shot doesn't have. Both skills are pretty much crap though anyway.

Shadow Form: reduced recharge time to 30 seconds. Functionality changed to: "For 3...11 seconds, all hostile spells that target you fail and all attacks against you miss, but you deal 33% less damage. Shadow Form refreshes every time you land a critical hit. This skill is disabled for 30 seconds."
Basically making it only useful in combat forcing you to rely on critical hits to maintain it. Health loss removed, recharge reduced, skill disabled to prevent perma in any other way than by critical hits.
